Abstract:
This image encoding device 10 is provided with an entropy encoding unit 11 which entropy encodes at least a quadtree partition flag, a skip flag, a binary tree partition flag and a binary tree partition direction flag, and an entropy encoding control unit 12 which controls the entropy encoding unit 11. When a skip flag of a terminal node block of a quadtree partition indicates that a binary tree partition flag follows, the entropy encoding control unit 12 causes the entropy encoding unit 11 to entropy encode a binary tree partition flag and a binary tree partition direction flag; when the skip flag of a terminal node block of a quadtree partition indicates that a binary tree partition flag does not follow, the entropy encoding control unit does not cause the entropy encoding unit 11 to entropy encode a binary tree partition flag and a binary tree partition direction flag.
