In the present invention, a characteristic point extraction unit (82) extracts characteristic points in the overlapping region of a plurality of divided images that differ in pan angle and tilt angle and that have been captured using a camera embedded in a portable apparatus. In two divided images from offset camera positions, a self-position inference unit (84) simultaneously infers the 3D coordinate values of the camera position and the 3D coordinate values of associated characteristic points. A panoramic image generation unit (30) generates a combined image by means of combining a plurality of divided images differing in pan angle or tilt angle after having corrected the divided images by adjusting the 3D coordinate values of the characteristic points of the divided images on the basis of the 3D coordinate values of the inferred camera position.
