Disclosed are an image encoding/decoding method and a device, and a recording medium for storing a bitstream. An image decoding method according to an embodiment may comprise the steps of: reconstructing an encoding mode of a unit block; reconstructing one or more sub-blocks of the unit block; reconstructing the unit block from the one or more sub-blocks on the basis of the encoding mode; and reconstructing an image on the basis of the unit block, wherein the encoding mode includes at least one among a first mode, in which the unit block is divided into two or more sub-blocks using a prescribed scanning method, a second mode, in which sub-blocks of a lower resolution are generated from the unit block, and a third mode, in which the unit block is sampled and two or more sub-blocks are generated.
