A mode selection unit (6) uses vehicle information to select a processing mode for monitoring a vehicle occupant, and an area selection unit (7) selects an area corresponding to the selected processing mode. An exposure control unit (8) then uses brightness information of the selected area to calculate an exposure condition that is to be set in an image pickup unit (2).
