Abstract:
To predict a target code amount from a code amount calculated by use of one quantization
scale. As to a plurality of quantized data for prediction that differ in MB occurrence
code amount with respect to a fixed quantization scale (QI), the invention stores,
as prediction curves, relational information indicative of relationships
between a plurality of quantization scales (Q) representative of a plurality
of quantization steps and the MB occurrence code amounts. Using, out of a plurality
of predetermined quantization scales (Q), one fixed quantization scale (QI),
the invention quantizes image data to produce temporary quantized data for eachof
macro blocks, thereby calculating an MB occurrence code amount of the temporary
quantized data for each macro block. The invention then selects, from a plurality
of prediction curves, one quantized data for prediction based on both the MB occurrence
code amount of the temporary quantized data and the fixed quantization scale
(QI), and predicts, based on the selected quantized data for prediction, MB occurrence
code amounts when the image data would be quantized by use of the quantization
scales (Q) that were not selected by the a quantization selecting part.
