Abstract:
The present disclosure relates to an image processing apparatus and an image processing method that are capable of improving performance during special reproduction. A thinning-out information determination unit 204 decodes syntax for each picture of an encoded stream, and determines whether the pictures constituting the encoded stream are to be thinned out on the basis of thinning-out information about thinning-out from the decoded syntax (SEI user data). A slice decoding unit prohibits decoding of slices when the thinning-out information determination unit determines that the slices are to be thinned out. For example, the present disclosure can be applied to an image processing apparatus that executes decoding.
