Abstract:
[Problem] To control divergence between the frequency of occurrence of index values and the content of a code number table in entropy encoding. [Solution] Provided is an image processing device comprising: a counter for counting the frequency with which the index values of a syntax element occur within an image to be decoded; and a sorter for sorting the index values of a code number table for holding combinations of the index values of the syntax element and coding numbers that are associated with each code word used in entropy encoding so that index values having higher frequencies of occurrence, as counted by the counter, correspond to shorter code words.
