Abstract:
It is possible to accurately evaluate the quality of an image of an interpolation frame generated by frame rate conversion while eliminating the effect of the degradation in image quality due to any factor other than the frame rate conversion.
A block evaluation value calculation means (10) calculates the distortion of an image to be evaluated with respect to an original image as a block evaluation value for each block into which a frame is divided. A non-interpolation frame distortion totalizing means (20) determines a distortion threshold value on the basis of the block evaluation value in a non-interpolation frame. A distortion block evaluation means (30) determines a distortion block in the interpolation frame and outputs a distortion block number thereof on the basis of the block evaluation value in the interpolation frame out of the block evaluation values and the distortion threshold value.
