The present invention enables the use of an inexpensive imaging device without a synchronization assistance function using a time code or the like and reduces system cost in achieving synchronization between moving images when the moving images inputted from a plurality of imaging devices are displayed and outputted through network transmission. Using as a reference a vertical synchronization signal inputted from a specific imaging device among a plurality of imaging devices that capture moving images, frame image data are selected from moving image data inputted from the plurality of imaging devices, and the selected frame image data are integrated into a single stream and sent out. Even when the plurality of imaging devices asynchronously capture the moving images, it becomes possible to select frame images with a small imaging timing difference from the moving images on the basis of the vertical synchronization signal from the specific imaging device. Moreover, since a plurality of images are integrated into a single stream and sent out, unlike the case of parallel transmission by individual streams, the synchronization between the images never becomes difficult.
