The purpose of the present invention is to, at the same frame rate as that of a moving image, generate a moving image having the number of pixels that correspond to all pixels of a sensor. In a digital camera, an encoder/decoder 14 decompresses first compressed image data compressed using correlativity between frames of first image data having the number of first pixels subjected to digital processing by a DSP 12 and a first frame rate. Furthermore, the encoder/decoder 14 generates a moving image having a frame rate higher than or equal to the frame rate of the first image data on the basis of the first compressed image data and second compressed image data. The second compressed image data is data obtained by intraframe compressing second image data having the number of second pixels subjected to digital processing by a second signal processing unit and a second frame rate lower than the first frame rate. The number of the second pixels is larger than that of the first pixels.
