Abstract:

An image taken at a higher screen rate than the standard one is stored in the existing video format by an inexpensive image pickup device. The image data, as obtained by an image pickup, is inputted at a first screen rate to first compression encoding means so that it is compressed and encoded, and is temporarily stored in temporary storage means. The image data is written for a predetermined time period from the first compression encoding means into the temporary storage means. After this, the image data is read out at a second screen data lower than the first screen rate and is elongated and decoded by elongation decoding means, and is stored in storage means.
