A Web server (200) is provided with a request reception section (10) for receiving a screen display request including a screen ID for identifying a screen from a browser, and an information collection section (20) for finding the point ID corresponding to the screen ID included in the screen display request, and collecting the value of the point identified by the point ID from an IP controller, wherein the information collection section (20) calculates the predictive starting time as the starting time at which the value of the point is collected before the next screen display request is made from the current time which is just the time when the screen display request has been received at this time, the collection time taken to collect the value of the point identified by the point ID corresponding to the screen ID, and the previous screen display request which is the time at which the screen display request including the screen ID has been received at a previous time, and wherein the information collection section (20) collects the value of a point from the IP controller at the predictive starting time.
