The operation plan creation unit 52 creates an operation plan of the hydrogen producing instrument 14. The operation plan output unit 54 outputs data including an operation plan created by the operation plan creation unit 52. The operation plan creation unit 52 creates the operation plan of the hydrogen producing instrument 14 on the basis of an energy amount consumed by the hydrogen producing instrument 14, and a degradation loss of the hydrogen producing instrument 14.
