Abstract:
A scaling unit (30) (quantizing unit) quantizes an image that has been divided into blocks and that is to be encoded.
A coefficient determining unit (47) (coefficient changing unit) changes coefficient values in a particular frequency range, out of quantization coefficients corresponding to the subblocks calculated by the scaling unit (30) by means of quantization. In this way, an image encoding device (10) determines the final position of the coefficients only by counting a number of appearances of non-zero coefficients and hence optimizes quantization coefficients without optimizing the encoded distortion caused by a repetitive calculation.
