In the present invention, a first position acquisition unit (1011) acquires the position of a user terminal (20) within a first area from a first positioning unit of the user terminal (20) that uses a first positioning system. A second position acquisition unit (1012) acquires the position of the user terminal within a second area from a second positioning unit of the user terminal (20) that uses a second positioning system different from the first positioning system. If the arrival, in a first adjacent area that is within the first area and is adjacent to the second area, of a user who has been in the first area is detected from the user terminal position information acquired by the first position acquisition unit (1011), an adjustment unit (1013) adjusts the positioning function of the second positioning unit so as to increase the power consumption of the user terminal to a threshold or greater.
