At the time of a disaster such as an earthquake, a level difference may occur at a joint of a paved road surface. It is therefore suggested that a flying object (10) is caused to fly to a location at which the possibility of such an occurrence of a level difference is predicted in advance and to photograph the location so as to detect the state of the level difference on the basis of the presence/absence of a shadow occurring at the level difference due to sunlight, or the size of the shadow. However, there are conditions which make it difficult for a shadow to occur at the level difference, depending on the direction or amount of sunlight. In the present invention, a flying object (10a) (first flying object) has incorporated therein a function for photographing the surface of a road, and a flying object (10b) (second flying object) has incorporated therein a function for illuminating the road surface with light. A shadow is created at a level difference due to the illumination light from the flying object (10b), and then is photographed by the flying object (10a).
