Abstract:

The purpose of the present invention is to transfer value, the balance of which is managed by a server, to a terminal that does not have online connection functionality. An electronic-money server (2) records a value balance in association with an electronic-money card (4) or handheld terminal (5). An offline settlement terminal (7) is not provided with communication-network connection functionality and cannot communicate with the electronic-money server (2) directly. However, the handheld terminal (5) is capable of connecting to the electronic-money server (2) via the internet (3). Thus, when performing settlement, the offline settlement terminal (7) uses the communication-network connection functionality of the handheld terminal (5) and uses the handheld terminal (5) as a relay device to connect to the electronic-money server (2). This makes it possible for the electronic-money server (2) to connect to the offline settlement terminal (7) and perform settlement using value in an account associated with the handheld terminal (5).
