A relay device (100) is provided with a first communication unit and a second communication unit. The first communication unit repeatedly tries communication with portable communication terminals (30) located within the communication zone of the relay device (100), and receives, from each of the portable communication terminals (30) with which the communication has been established, terminal identification information relating to the portable communication terminal (30). Every time the first communication unit tries the communication, the second communication unit transmits mobile object identification information together with the terminal identification information received by the first communication unit, as in-zone information, to an information processing device (200). The information processing device (200) is provided with an in-zone information storage unit and an updating unit. The in-zone information storage unit stores the in-zone information received from the second communication unit of the relay device (100). Every time new in-zone information is received from the second communication unit, the updating unit updates the terminal identification information stored by the in-zone information storage unit.
