Abstract:
The present invention provides safe flight for a flight vehicle even in an area where wireless communications and the like including a position report from the flight vehicle are unavailable. Flight vehicles are controlled with restrictions on the number of flight vehicles entering an exclusively controlled airspace that includes areas in which flight vehicles cannot report the positions thereof. For example, a control unit limits the number of flight vehicles entering the exclusively controlled airspace to one. For example, when receiving an approach request from a flight vehicle entering the exclusively controlled airspace, the control unit transmits an approach clearance to the flight vehicle in the absence of other flight vehicles in the exclusively controlled airspace. In this case, for example, in the presence of other flight vehicles in the exclusively controlled airspace, a standby instruction is transmitted to the flight vehicle.
