The method comprises: a serving base station receiving first information sent by an anchor base station, wherein the first information is sent by the anchor base station to the serving base station after the anchor base station receives second information sent by an LMF network element, the first information is used for requesting reference-signal resource allocation for a UE and performing anchor transfer, and the second information is used for requesting SRS resource allocation for the UE.
