An information transmission method and a communication apparatus. The method can comprise: a terminal device receiving first information from a network device by means of a first carrier, wherein the first information comprises at least one of the following: resource information used by the terminal device to access the network device by means of a second carrier, some or all information in first public information, and resource information used when second public information is transmitted by means of the second carrier, and the first public information and the second public information are used by the terminal device to access the network device by means of the second carrier; and the terminal device transmitting a message to the network device by means of the second carrier. In the present application, a network device can send, by means of a first carrier, a terminal device some information, which is required when the terminal device accesses the network device by means of a second carrier. In this way, signaling overheads caused by the transmission of the information on the second carrier can be reduced, and energy consumption overheads caused by frequent transmissions of the information on the second carrier are reduced.
