In the present invention, an input control unit (80) is provided with: a keyboard display unit (82) that displays a plurality of inputtable characters at a screen; an input reception unit (81) that receives the selection of a character from a user; an input character string acquisition unit (84) that acquires the selected character and appends the selected character to an input character string; a conversion candidate acquisition unit (85) that acquires at least one conversion candidate character string that converts a character string that contains the input character string; and a conversion candidate display unit (86) that displays the at least one conversion candidate character string arranged in a row or a column, and receives from the user the selection of a conversion candidate character string. The conversion candidate display unit (86) causes the at least one conversion candidate character string to scroll when a flicking operation in the row or column is received in the case that not all of the at least one conversion candidate character string can be displayed in the row or column.
