In the present invention, the current command value during the period from when a relay switch (SW) is turned on until charging of an inverter capacitor (C) is completed is set at a value that is smaller than a value corresponding to the minimum rated current of the parts constituting a circuit (1) and is set at a value that is smaller than the maximum current value in the safe operating area of a switching element (Q).
