Provided are an insertion apparatus and a bagging apparatus, wherein a mechanical structure for moving a pusher is simplified, and the movement is highly reliable. An insertion apparatus (15) is provided with a linear movement means (29) for reciprocating a slider (27), a driven holder (41) which is connected to the slider (27) so as to be raised/lowered and holds a pusher (35), a support (43) which supports an object (11), a linear rail (45) which guides the driven holder (41), and a cam rail (47) which guides the driven holder (41) to the upper side of the linear rail (45). While the slider (27) moves forward, the height of driven holder (41) is positioned by the linear rail (45) so that the height of the pusher (35) corresponds to the object (11) supported by the support (43). While the slider (27) moves backward, the driven holder (41) is raised along the cam rail (47) so that the pusher (35) passes above the object (11) supported by the support (43).
