This invention provides an insole for a footwear, which can suppress the distortion of the body, and a footwear. The insole (1) for a footwear comprises an EVA sponge layer (7), a low resilient urethane layer (6) stacked on the EVA sponge layer (7), and a woven fabric cloth (8) which is stacked on the low resilient urethane layer (6) and contains a mineral composition containing a volcanic stone, germanium, and granite porphyry. The insole (1) for a footwear has a heel region (3), which comes into contact with the heel of a foot. The heel region (3) comprises an outer heel region (3A) along the outer shape of the heel region (3) and an inner heel region (3B) adjacent to the outer heel region (3A), and the outer heel region (3A) is formed of a sponge layer (5) in a substantially U form. The inner heel region and the other region in the bottom part is formed of a low resilient urethane layer (6), and the sponge layer (5) is formed of a material which is softer than the low resilient urethane layer (6). A vent (10) is provided.
