Provided are an insulated electric cable which can be bent flexibly into a complex shape while including a flat portion in which the cross section of a conductor has a flat shape, and a wire harness provided with the insulated electric cable.　An insulated electric cable 1 includes, in an axial direction x, a flat portion 20 and a low-flatness portion 30 of which wires forming a conductor 11 are continuous with one another, and insulating coverings 13 are continuous with one another, wherein: an outer shape of the conductor 11 in a cross section perpendicular to the axial direction x adopts a flat shape in the flat portion 20, and adopts a shape having a smaller degree of flatness than the flat portion 20 in the low-flatness portion 30; and in the cross sections through the conductor 11 in both the flat portion 20 and the low-flatness portion 30, a deformation ratio from a circle of the wire is smaller in width direction end portions corresponding to the outside, in the width direction of the flat shape, of an outer peripheral portion of the conductor 11 facing the outer periphery, than in a central portion of the conductor 11.
