Embodiments of the present invention provide an interference processing apparatus, a base station BS, a user equipment UE, and an interference processing system and method. The interference processing apparatus provided by the present invention is disposed in a first BS, a coverage range of the first BS comprising a plurality of second BSs. The apparatus receives a maximum transmission rate of each second BS on each RB within the coverage range of the first BS by means of a receiving module, is further configured to acquire a maximum transmission rate of the first BS on each RB by receiving a maximum transmission rate measured by each UE, having access to the first BS, on each RB, and calculates a maximum total transmission rate of each RB by means of a calculation module so as to determine an interference processing result by means of a determining module, the interference processing result comprising resource reuse based on some RBs having the highest maximum total transmission rate. The embodiments of the present invention solve the problem of inability of elimination of interference of users in a heterogeneous network in an ICIC-based interference processing mode in the prior art.
