The present invention addresses the problem of providing an intermediate product of a glass panel unit and a method of manufacturing a glass panel unit with which yield of glass panel units can be improved. An intermediate product (110) includes: a pair of glass substrates (200, 300) that face each other; a frame-like peripheral wall (41) that is positioned between the pair of glass substrates (200, 300); a division wall (42); and an air outlet (700). The division wall (42) sealingly separates an inner space (500) surrounded by the pair of glass substrates (200, 300) and the peripheral wall (41) into an exhaust space (511), a buffer space (512), and a vent space (520). The air outlet (700) connects the vent space (520) to the outer space. The exhaust space (511) and the buffer space (512) are in a state in which inside pressure is lower than that of the vent space (520). A predetermined portion of the intermediate product (110) that includes the exhaust space (511) and excludes a portion that includes the buffer space (512) and the vent space (520) forms a glass panel unit (10).
