The present invention allows an EGR amount to be controlled in a region in which there is variation in an advance angle limit ignition timing that is stipulated by knocking and optimal ignition timing, and an ignition timing at which combustion instability is detected. The present invention also allows the EGR amount to be maximized without causing a deterioration of robustness against disturbance. An internal combustion engine control device that controls an internal combustion engine, said internal combustion engine being provided with an exhaust gas recirculation flow path that causes exhaust gas from the internal combustion engine to be taken in again by the internal combustion engine, said internal combustion engine control device comprising: a combustion instability calculation unit that calculates the combustion instability of the internal combustion engine on the basis of the rotational speed of the internal combustion engine or the cylinder internal pressure of the internal combustion engine; and a control unit that provides control such that when the difference between an advance angle limit ignition timing and an ignition timing at which combustion instability has been detected is greater than or equal to a prescribed value, the exhaust gas recirculation amount and the ignition advance angle amount are both advanced in an increasing direction.
