Provided is an internal-combustion engine starting device, wherein a control unit can selectively carry out, on an electric motor, control for implementing: a first starting mode in which the internal-combustion engine is started by increasing, via the electric motor, the rotation speed of the internal-combustion engine to a predetermined first rotation speed; and a second starting mode in which the internal-combustion engine is started by increasing, via the electric motor, the rotation speed of the internal-combustion engine to a second rotation speed that is higher than first rotation speed. When the vehicle starts, a determination unit determines (S13, S14, S19, S20) whether the second starting mode is permitted on the basis of a predetermined vehicle starting-time condition; while a driving force is being supplied to a wheel only from the electric motor, the determination unit determines (S3, S4, S6) whether the second starting mode is permitted on the basis of an EV traveling-time condition that is different from the vehicle starting-time condition.
