The present invention relates to an Internet electronic commerce system and to a method for operating same, in which an Internet site is constructed so as to have a plurality of groups in which Internet electronic commercial activity is performed among only members of a designated group, and the Internet electronic commerce occurring in the group ensures all of the members a minimum basic profit when the members make basic efforts, thus establishing a foundation for enabling socially underprivileged persons having difficulties in participating in economic activities to easily participate in economic activities, and promoting public interest for a country. For this purpose, in the electronic commerce system, which distributes products between a product supplier and members through an Internet site operated by a server of an operating institution, the electronic commerce system of the present invention is configured such that the number of members is limited so as to be the same as the number of types of products supplied by the product supplier, members are collected through the Internet site so as to constitute one or more groups, and a single type of product is allocated to each of the members of the thus-constituted group such that each of the members may only sell the product within the group to which said member belongs.
