An internet of vehicles management device, method, and vehicle. The internet of vehicles management device is applicable to a first vehicle or a second vehicle. When the internet of vehicles management device is adopted by the first vehicle, the internet of vehicles management device comprises: a first receiver (101), configured to receive a road condition request signal (301) indicating that the second vehicle requests road condition data of the first vehicle; and a first transmitter (102) connected to the first receiver (101) and configured to transmit the road condition data corresponding to real-time road condition information acquired by a drive recorder of the first vehicle. When the internet of vehicles management device is adopted by the second vehicle, the internet of vehicles management device comprises: a second transmitter (201), configured to transmit a road condition request signal (401) to the first vehicle requesting road condition data from the second vehicle; and a second receiver (202), configured to receive road condition data responded by the first vehicle in response to the road condition request signal, wherein the road condition data is obtained according to real-time road condition information acquired by a drive recorder of the first vehicle.
