A laser and cold spraying hybrid high-speed deposition method and a cold spraying device. The spraying method comprises the following steps: fixing a workpiece (4), and introducing three laser beams at the front portion, side portion and rear portion of a spray gun (1), such that a front laser spot (21) is located in front of a spraying powder spot (11), a side laser spot (61) coincides with the spraying powder spot (11), and a rear laser spot (51) is located behind the spraying powder spot (11), and the laser performing remelting on a top region of a coating (3) after spraying; the cold spraying device comprises the spray gun (1), a front laser device (2), a side laser device (6) and a rear laser device (5); the front laser spot (21) does not coincide with the spraying powder spot (11), the side laser spot (61) of the side laser device (6) coincides with the spraying powder spot (11), and the rear laser spot (51) of the rear laser device (5) is located behind the spraying powder spot (11), and does not coincide with the powder spot (11). The beneficial effects are as follows: problems of the cold spraying coating (3), such as poor bonding and porous openings at the top are solved, the comprehensive performance of the coating (3) is improved, the deposition rate is increased by dozens of times compared with the electroplating technology, the material utilization rate is high, and the preparation process does not pollute the environment.
