Abstract:
The present invention is provided with: a leakage current detection unit 11 for detecting leakage current flowing through a three-phase, four-wire electrical line to be measured in which three phases are Y-connected, a neutral point is grounded, and a ground wire is drawn out; a voltage detection unit 12 for detecting the voltage applied between two given phases of the electrical line to be measured; a phase difference detection unit 13 for detecting a phase difference on the basis of the leakage current and the voltage detected by the voltage detection unit 12; a resistance component leakage current calculation unit 14 for calculating, on the basis of the phase difference and leakage current, the resistance component leakage current, which results from ground insulation resistance, included in the leakage current flowing through the electrical line to be measured; and a determination processing unit 15 for determining whether the phase difference is within a prescribed range, and if a determination is made that the phase difference is not within the prescribed range, transmitting the phase difference detected by the phase difference detection unit 13 to the voltage detection unit 12. The voltage detection unit 12 switches the phases of the electrical line to be measured for which voltage is detected on the basis of the phase difference and detects the voltage applied between the two phases after switching.
