An LED lighting apparatus and an LED lamp with a non-isolated power supply (11) comprise the non-isolated power supply (11) and an LED lamp bead (12) that is electrically connected to the non-isolated power supply (11). The LED lamp bead (12) is fixed on a bakelite PCB (13). A printed circuit (131) used for electrically connecting the LED lamp bead (12) to the non-isolated power supply (11) is arranged on one side of the bakelite PCB (13). The other side of the bakelite PCB (13) is welded with an radiator (14). A soldering paste layer (15) is arranged between the bakelite PCB (13) and the radiator (14). The LED lighting apparatus and the LED lamp have a direct heat dissipation effect, a structure volume of the LED lamp is reduced at the same time, the non-isolated power supply (11) can be adopted due to an insulation effect of the bakelite PCB (13), heat dissipation sources are reduced, power is improved by 50-80%, luminous efficiency is improved by 20-50%, and luminous flux is improved by 80-200%.
