The present invention relates to a light-collecting heliostat using flat mirrors of enhanced light-collecting efficiency, wherein the inclinations of a plurality of inexpensive flat mirrors can be adjusted when reflecting sunlight by means of the heliostat in which the flat mirrors are disposed, thereby causing reflection focal points having the same size as the individual mirrors to overlap, in the same number as the number of reflective plates comprised in the heliostat, on a heat collecting means where the light is gathered, and thus a high temperature light-collecting focal point with a uniform temperature distribution is obtained.
