　This light control film comprises: a light-transmitting substrate; and a light control layer which is provided to the substrate on the side facing the display surface of the display panel, has a light-shielding part which is formed on one surface of the substrate, and controls the direction of emitted light by dispersing light which is emitted from the display surface. The light control layer contains a light-emitting edge surface which is in contact with the substrate, a light-incident edge surface which faces the light edge emitting surface, and which has a larger surface area than the light-emitting edge surface, and a reflecting surface which touches both the light-emitting edge surface and the light-incident edge surface, and which reflects light which has entered from the light-incident edge surface. The height from the light-incident edge surface to the light-emitting edge surface is greater than the thickness of the light-shielding part. The reflecting surface reflects light having a polar angle with a relatively high flux in a direction along a predetermined azimuth angle on the display surface, so as to select light with a polar angle having a relatively low luminance in a direction along the predetermined azimuth angle.
