Provided is a light filtering device (100) for creating a living environment atmosphere for a lighting device (400), wherein the lighting device (400) has a light exit path. The light filtering device includes a base body (101) annularly arranged at the light exit path and having an external surface, and a light filtering film (10, 20, 30, 102, 302) arranged on the external surface. The light filtering film (10, 20, 30, 102, 302) comprises a plurality of high refractive index material layers (111-117, 211-218, 311-317) and a plurality of low refractive index material layers (121-127, 221-227, 321-328), and the plurality of high refractive index material layers (111-117, 211-218, 311-317) and the plurality of low refractive index material layers (121-127, 221-227, 321-328) are arranged so as to be staggered from each other and achieve the creation of a living environment atmosphere. Further disclosed is a method for manufacturing this light filtering device.
