Biocompatible nanoparticles are dispersed in a buffer solution having a pH value of 7-10, wherein each of the biocompatible nanoparticles comprises any one selected from polylactic acid, polyglycolic acid and a (lactic acid)-(glycolic acid) copolymer and includes a physiologically active substance therein or has the physiologically active substance supported on the surface thereof.
