A liquid crystal phase shifter and an electronic device. The liquid crystal phase shifter comprises a first substrate (110) and a second substrate (120) disposed opposite to each other, a liquid crystal layer (130), a first electrode (140) and a second electrode (150). The liquid crystal layer (130) is disposed between the first substrate (110) and the second substrate (120). The first electrode (140) is disposed on the first substrate (110). The second electrode (150) is disposed on the second substrate (120). The second electrode (150) comprises a connecting portion (160) and a plurality of concentric ring structures (151, 152, 153). At least one of the ring structures (151, 152, 153) comprises a plurality of protruding portions (1511), and at least another ring structure (151, 152, 153) comprises a plurality of recess portions (1521). The connecting portion (160) is electrically connected to each ring structure in the plurality of concentric ring structures (151, 152, 153).
