A distributor (38) is rotated relative to a sleeve (37) by a predetermined angle by means of a first drive source (46) to change the total area of the portion in which a first opening (37a) of the sleeve (37) and a second opening (38c) of the distributor (38) overlap each other, and a rotor (42) having third openings (42c, 42d) is rotated by a second drive source (47). As a result, liquid inputted from an input port (61e) can be subjected to PWM control and outputted from a discharge port (61f). One end of the rotor (42) in the axis (L) direction, the rotor (42) being disposed on the inner side in the radial direction, is connected coaxially to the second drive source (47), and one end of the distributor (38) in the axis (L) direction, the distributor (38) being disposed on the outer side in the radial direction, is connected to a first drive source (46) through gear trains (66, 73, 70). This means that the first and second drive sources (46, 47) can be concentrically provided to one side of a liquid flow rate control valve (23) in the axis (L) direction to make the liquid flow rate control valve compact and that the distributor (38) and the rotor (42) can be rotationally driven individually.
