A lottery-ticket issuing device and a lottery-ticket vending machine. A lottery-ticket issuing device (100) comprises a ticket issuing mechanism (101) and a ticket receiving mechanism (103). The ticket issuing mechanism (101) comprises a first base frame (105) and a conveying assembly (116) arranged on the first base frame (105), wherein the first base frame (105) is provided with a ticket issuing channel (115), and the conveying assembly (116) is configured to drive lottery tickets (109) to move along the ticket issuing channel (115). The ticket receiving mechanism (103) comprises a second base frame (107) connected to the first base frame (105), wherein the second base frame (107) is provided with a ticket receiving cavity (139), which is in communication with the ticket issuing channel (115); and the ticket receiving cavity (139) is provided with a guide surface (131) and a support surface (133), the guide surface (131) being configured to guide the lottery tickets (109), which are outputted from the ticket issuing channel (115), to change the movement direction thereof, such that the lottery tickets (109) are stacked on the support surface (133) in a direction which is at an included angle relative to a vertical direction.
