The disclosed tipping paper comprises pulp, and titanium oxide as a loading material. If x represents the basis weight (gsm) of the pulp, and y represents the basis weight (gsm) of the titanium oxide, x and y satisfy the formula: 31≤x+y<35, when 27≤x<31 and 4≤y<8.
