The present invention reduces an influence from a VIM upgrade or the like, when a user service (VNF) is provided by using a virtual machine which operates on a virtual infrastructure. This management device is provided with: a receiving unit which receives, from a host device, a creation instruction of a virtual link that connects a first virtual infrastructure on which a VNF is operating and a second virtual infrastructure that is a movement destination of the VNF; a network conversion information management unit which manages network conversion information for connecting, via a third network, a first network constructed on the first virtual infrastructure and a second network constructed on the second virtual infrastructure; and a virtual link creation unit which transmits, on the basis of the creation instruction of the virtual link, the network conversion information to network management devices that respectively manage the first and second networks, and causes the network management devices to create the virtual link that implements a communication between virtual machines that form the VNF over the first and second virtual infrastructures.
