A transmission system according to an embodiment is provided with a management device, a measurement device installed for each user, a communication device installed in correspondence with the measurement device, and a service provision device for providing an information processing service, and the management device comprises a management-side reception unit, a second control information generation unit, and a command transmission unit. The management-side reception unit receives, from the service provision device, an address that specifies the measurement device, and first control information that indicates processing to be executed by the communication device. The second control information generation unit generates second control information that indicates processing to be executed by the measurement device on the basis of the contents of the first control information. The command transmission unit transmits the address, the first control information, and the second control information to the measurement device indicated by the address.
