Abstract:
In the present invention, a smoothing unit (13a) smoothens the detected voltage of each power storage block on the basis of past data for a fixed period. A calculation unit (13b) calculates the difference between the smoothed voltage of one power storage block from among n power storage blocks and a representative value for the smoothed voltages of the remaining power storage blocks or all the power storage blocks. A determination unit (13c) determines that a power storage block for which the difference with the representative value has grown by a set value or greater over a fixed period is a power storage block that includes an abnormal power storage cell.
