The present invention provides a method for transmitting and receiving system information and transmitting and receiving devices, wherein the method for transmitting system information includes: determining the system information to be transmitted to a terminal; and transmitting the system information on one or more predefined narrow band locations. The present invention solves the transmission method when downlink control information, such as system message change information, ETWS, CMAS and the like, are independently carried out in the related art, realizing an effect of efficient transmission. The present invention also solves the problem of high complexity of terminal blind detection for the downlink control information which carries the system information, thereby achieving the effect of reducing the complexity of terminal blind detection for the system message.
