A membrane separation device for separating a water-containing subject liquid into a concentrated liquid obtained due to the subject liquid being concentrated and a diluted liquid obtained due to the subject liquid being diluted, wherein the membrane separation device is provided with: a semipermeable membrane module that has a semipermeable membrane, and a first chamber and a second chamber that are partitioned by the semipermeable membrane, the semipermeable membrane module being such that some of the subject liquid flows into the first chamber at a prescribed pressure and the remainder of the subject liquid flows into the second chamber at a pressure lower than the prescribed pressure, whereby water contained in the subject liquid in the first chamber is transferred to the subject liquid in the second chamber via the semipermeable membrane, the concentrated liquid is discharged from the first chamber, and the diluted liquid is discharged from the second chamber; and a first energy recovery device that recovers first energy, which is the energy of the concentrated liquid.
