Disclosed are a message pushing system and a message pushing method. The method comprises: an operation management background issuing and managing a resource, generating a notification message related to the resource, and sending the notification message to message middleware; the message middleware acquiring a resource ID from the notification message related to the resource, obtaining a list of users who have paid attention to the resource by querying an attention centre according to the resource ID, and sending the notification message related to the resource and the list of the users who have paid attention to the resource to a message pushing centre; and the message pushing centre pushing, according to a user ID in the user list, the notification message related to the resource to an intelligent terminal where the user ID is logged in, and after pushing, marking a device ID of the intelligent terminal, so as to prevent the same notification message from being repeatedly pushed to the same intelligent terminal.
