A metal clad laminate plate is provided in which the relative permittivity of an insulation layer can be easily reduced and the peel strength of a metal layer to the insulation layer is not prone to decreasing. This metal clad laminate plate (1) is provided with an insulation layer (2) and a metal layer (3) overlapping the insulation layer (2). The insulation layer (2) is provided with a first layer (21) and a second layer (22) interposed between the first layer (21) and the metal layer (3). The first layer (21) contains the cured product of a first resin composition that contains composite particles, and the second layer (22) contains the cured product of a second resin composition. The first resin composition contains composite particles that comprise a core, which contains a fluororesin, and a shell, which covers at least part of the core and contains a silicon oxide. The second resin composition contains composite particles or does not contain composite particles; in the case of containing composite particles, the ratio of the composite particles in the second resin composition to the solid content in the second resin composition is lower than the ratio of the composite particles in the first resin composition to the solid content in the first resin composition.
